In 2020, the world is on the brink of collapse from war and disease. The only stable country is England but freedom is all but forgotten in the new England.

A young girl, Evey Hammond is rescued from being raped by members of the secret police when she is caught outside of curfew by a mysterious man in a Guy Fawkes' mask calling himself "V". She learns that he has declared a vendetta against the fascist overlords of England and is labeled a terrorist. Unfortunately, she finds that she is considered an associate of his and finds herself on the run.

Meanwhile, as Inspector Eric Finch seeks to hunt down V; he becomes increasingly disillusioned as the more of V's past is uncovered through his investigation. And he begins to wonder if he is truly on the right side at all.
